WHO's 2026 Humanitarian Appeal: A Call to Sustain Life-Saving Health Care Amid Global Crises

Karachi, Pakistan – March 2026

The World Health Organization (WHO) officially launched its Health Emergency Appeal for 2026 on February 3, 2026, seeking nearly US$ 1 billion (approximately US$ 1.015 billion in detailed breakdowns) to deliver essential, life-saving health services to millions of people caught in humanitarian crises, conflicts, displacement, and disease outbreaks worldwide.

This appeal comes at a critical time when an estimated 239 million people require humanitarian assistance globally. Health systems in many crisis-affected areas are collapsing under severe funding constraints, disease outbreaks, climate shocks, and prolonged conflicts. Humanitarian and health financing has seen its sharpest decline in a decade, making flexible and front-loaded funding more urgent than ever.

Key Details of the Appeal

Total Funding Requested: Approximately US$ 1 billion, including:

US$ 916.20 million for country-level responses.

US$ 39.15 million for regional-level support.

US$ 9.65 million for global coordination.

US$ 50 million for the Contingency Fund for Emergencies (CFE), which enables rapid response to sudden outbreaks.

Scope: 

The appeal targets 36 health emergencies across the world, with a special focus on 14 Grade 3 emergencies  the highest level of WHO activation, requiring the organization's maximum organizational response.

Priorities: 

Emphasis is placed on sustaining essential health services, trauma care, outbreak control (e.g., cholera and mpox), primary healthcare restoration, and medical evacuations in high-risk zones.

Major Crises Highlighted

WHO has identified several priority areas where funding will be directed, including some of the most severe and protracted emergencies:

Sudan conflict and complex emergency — Significant portion of funds due to massive displacement and health system breakdown.

Occupied Palestinian Territory (including Gaza) Escalation of violence driving massive needs for trauma care and evacuations.

Ukraine 

US$ 42 million specifically requested to protect healthcare as the war enters its fifth year, focusing on emergency care for around 700,000 people.

Afghanistan, 

Democratic Republic of the Congo (DRC), Haiti, Myanmar, Somalia, South Sudan, Syria, Yemen — These feature prominently due to ongoing conflicts, refugee crises, and outbreaks.

Other ongoing responses include multi-region cholera outbreaks and mpox.

Middle East escalation of violence: US$ 333.21 million

Sudan: US$ 97.73 million

Afghanistan: US$ 65.02 million

Syria: US$ 50.7 million

Why This Appeal Matters Now

WHO Director-General Tedros Adhanom Ghebreyesus emphasized that this is more than a funding request  it's a moral call:

This appeal is a call to stand with people living through conflict, displacement and disaster – to give them not just services, but the confidence that the world has not turned its back on them."

In many of these settings, access to basic healthcare — including vaccines, maternal and child health services, treatment for infectious diseases, and mental health support — is severely limited or entirely cut off. Without sustained support, preventable deaths from treatable conditions will rise dramatically.

The appeal aligns with broader UN humanitarian efforts, such as the Global Humanitarian Overview 2026, which seeks US$ 33 billion overall to assist 135 million people (with an immediate focus on saving 87 million lives).

As a pharmacist deeply involved in community health services in Pakistan — a country that also faces challenges from disease outbreaks, climate impacts, and regional instability — I see the direct link between global solidarity and local resilience. Fully funding WHO's appeal could prevent further deterioration of health systems in crisis zones and support global health security against future threats.
